Neither isolationism nor unilateralism is a credible response to globalization. In order to strengthen the world’s economic, political, and social stability, the World Bank and the European Union must work together to promote common values such as democracy, freedom, respect for human rights and the rule of law. I think that cooperation regarding China between the World Bank (WB) and the European Union (EU) will be very useful in this regard.

Background

During the last two decades, China has experienced tremendous changes. These changes affect nearly all aspects of Chinese society, as well as China’s relations with the outside world.[1]  Since starting to open up and reform its economy in 1978, China has averaged 9.4 percent annual GDP growth, one of the highest growth rates in the world. China has also attracted hundreds of billions of dollars of foreign investment and more than a trillion dollars of domestic non-public investment. Foreign direct investment (FDI) in China has also increased dramatically, turning China into the second-most important recipient of FDI, after the United States. [2]  

Despite China’s economic success, the EU supports the argument that the Chinese government still has problems regarding the issues of human and political rights of many of its citizens.

Başkan Yardımcılığı görevini üstlendiğim Mülkiye İktisadi ve Sosyal Araştırmalar Merkezi’nin (MİSAM)  internet sitesi  http://www.misam.org/kamuoyuna açılmış bulunmaktadır.

MİSAM bir araştırma merkezi olarak toplumsal sorunların araştırılması, değerlendirilmesi, çözüm önerileri ve alternatif politikaları raporlar yayınlayarak kamuoyunu doğru bilgilendirme işlevini yerine getirecektir. MİSAM bir düşünce üretim merkezi olarak ise geleceğe yönelik bir perspektifi de içerecek şekilde fikir üreten, strateji belirleyen bir merkez olarak faaliyet gösterecektir.

İktisadi  ve sosyal olguların önemli paydaşlarının bir araya gelmesi  sonucunda oluşturulan enerji ve  üyelerimizin katkıları  ile MİSAM ülke sorunlarına farklı çözüm önerileri  getirecek, toplumcu görüşler ortaya koyabilecek etkin  bir düşünce kuruluşu olmayı misyon edinmiştir.  Bu amaçla Türkiye’nin farklı üniversitelerinde görevler üstlenen değerli akademisyenler “Danışma Kurulunda”, bürokrat, akademisyen ve özel sektör temsilcilerinden oluşan konularında uzman kişiler oluşturulan çalışma masalarında “Kıdemli Araştırmacılar” olarak sorumluluklar üstlenmişlerdir. Ayrıca başta Mülkiye olmak üzere, Türkiye’nin farklı üniversitelerinden öğrenciler ise MİSAM bünyesinde yapılan araştırmalara ve çalışmalara  “Öğrenci Araştırmacılar” olarak katkı sağlamaktadır.

The transformation process of the Turkish economy from an import substituting economy to export based economy initiated in 1980 was interrupted several times by either external (in 1997/1998 and 2008) or internal crisis (in 1994 and 2000/2001). In each case, the transformation plan was revised as required around its fundamentals, identified in the Washington Consensus, to face the challenges. The recent global financial crises of 2008 provided the last testing ground for the political and economic flexibility of not only the Turkish government but also other governments to face external as well as internal instabilities. The Turkish response so far regarded as quite successful. The continuity of this success, however, will largely be dependent on the Turkish government’s adjustment of the structural transformation in line with the changes in the world economy......
